Offline backup usually means saving data on a local hard drives attached to a working machine.
Don't be confused. Storing data on a local network is an online storage also, only over LOCAL network. These are do not require an internet connection.
The best idea is to merge those two solutions in one. Some data can be send over the internet and some can be stored on local, external hard drive.
Price of such a solution is as little as $5 a month plus the external hdd price. Technology is changing all the time. In order to save the money on investing in it, you can go only for an online solution. It entirely is up to you.
I'm quite sure that you already aware how important storing data is. Most people think that viruses are the main cause of loosing data. Some of them are afraid of loosing their family pictures, family movies and so one. Take this seriously and act.

10A fuse, What could be the voltage rating ?
I have an offline Inverter, Where we have switch it Inverter or Batter Charge position manually, I used a 12V 100AmpHr battery for backup, Recently I noticed the battery was not charging but was giving backup when I used it as a inverter, Later I found there was a fuse blown out in it, The fuse reads only "10Amp EMIT" and no voltage at all, What does it mean , with what rating fuse should I replace it ?
Use a 250 volt fuse, higher voltage is not a problem.
